I was talking about this issue earlier on these forums and I saw couple topics discussing it but with no official news about it.
Thinking about it, I sent a ticket to hb to know a little more about it. Surprisingly, hb is now fully region locked:

If you're gifted a key from a non-South American account, you should get the working key. If you gift a key after buying in South America, I'm afraid it will be region locked — any purchases you make will also be region locked.

Now, keys AND gifts are region locked.

I'm about to create a ticket to delete a giveaway which I gave hb link and it didn't work out (first time it didn't work via gift link).
Hope this thread helps someone else because sooner or later we all may face this.

the region restricted keys are generated at purchase based on your current location and billing address.

(this is from support, so i think VPN not work and depend more or address)

I just won a key for Operation Flashpoint Complete and I can not activate it due to it "not being available in my country". So I am not sure if it is for all bundles. Also, I sent in a support ticket to HB. Hopefully I will get good news.

if you want a suspension for not activating your win, sure. i'm not 100% sure what to do but if i were you, i would contact the giveaway creator and ask them to contact sg support to delete the giveaway, so giveaway creator can create the giveaway again but as a region locked giveaway this time. also consider reading the faq and the guidelines if you want your stay on sg to be more pleasant. welcome to sg.

Thank you very much for the advice. I sent the creator a message so it should hopefully be fixed soon.
I have read the FAQ and guidelines but I assumed that the rule of always activating keys you win wouldn't apply in this case. My mistake.

it's not your mistake. it's humble bundle's and codemasters' mistake. they could have at least specify the region lock on the bundle page. anyway let's hope region locked keys won't become a trend for humble bundle.

I'm not affected myself (so far?!?)....but this is sad. And I bet on the other hand, staff of publishers and stores like humble bundle, still enjoy imported products from south america. Imagine a steak with a tag "region locked, only edible in south america".

Most of this I'm not interested in...and for many of the games it's more a steam-issue, than a german-issue. I can buy many online in german stores .Just not on steam, cause the don't have/want a age-verification.
The two major reasons for really censorship in germany are nazi-symbols and pedophile games. Symbols could be substituted by a apple...and the second should be anyway in the trashcan. The main reason that many german versions are still different is, that the publishers want to sell to younger people and want public advertising.

I have to agree with this.
An "official" announcement on this matter from HB would be made on their blog.
The support-ticket reply it's related to a specific purchace, the Codemaster-Bundle in this case.

If publishers starts asking HB to region lock, then,
HB will have to give that information on the Bundle page
or when you start the payment process to avoid confussion in the near future.

Don't lost hope yet :V

No, it is not official. I am from SA and I buy from HB since 2013. This is the first time this happens, and I guess it is because of Codemasters. So, this is an exception. No point region locking without region pricing (censorship aside).

are only specific bundles region locked (like some always were) or EVERYTHING is now region locked?

because if the second one is the case I think I'll stop purchasing stuff from HB. I'm even subscribed to their fairly mediocre Humble monthly (usually made the best of it thanks to trading)

I'd be fine with this if at least the pricing on the oficial store reflected the prices of the zones or the BTA reflected the donations from the zone you are from. Christ, it just doesnt make sense at all. In steam makes sense but here where everyone pays either in dollars or euros?

BTW I made a region locked giveaway for a South American game from humble bundle but the winner couldn't activate it. Turns out not all the South American countries are included, region lock is diffrerent from the one from Steam. Maybe it was a special case, but you should be careful just in case.

Also, Humble bundle is now doing this crap? I guess most game companies want people to either travel to a different country to play the game there or stay forever in a country that you're in to play games that are "allowed" there. Remember Games for Windows Live? Yeah, if you live in a country that's not listed in GFWL approved countries list, you're screwed. Thank god it's taken down, but what I'm seeing now is that 2K, Nintendo, Steam and others want to "revive" the GFWL region restriction system just to screw legit costumers. Pirates are going to win of course. But for Steamgifts, this is bad news.
