They are, but since you can do region-specific GAs here with the same CV rules, CIS residents could exploit it to get tons of CV.

i think they change the minimun and now games with 90% or greater discount are considered bundled as well

no, it's just a practical figure considering the current value of the currencies (especially the russian ruble) but the rule is still 95% (or more) off from us price for the gifts/keys bought from any steam region.

oh, btw in near future we won't be blaming just russian ruble. i don't know about currencies of other locked countries but i just calculated it for turkey. turkish lira is tanked in value and it will probably keep this trend. anyway, steam's recommended price for a $20 game is 31 try. when it's 90% off it's 3,1 try or 1,0633372 usd according to google. which makes it 94,683314% off from the us base price.
