personally i'd just go straight for this to save everyones time and energy. ^
publicly request deletion of the giveaway on the giveaway (so support can see your permission), and have the giveaway creator submit a ticket for deletion. if the giveaway creator does not want to do anything of this sort, simply mark not received after the 7day duration and move on. sry u r going thru it though.

The person who made the giveaway should have known and stated there was a region restriction, As that is a requirement to create a giveaway. However i'm not 100% on whether or not it tells you if the gift is region locked when you try to enter the giveaway. I suspect it does, therefore it would be your error. But if the host didn't mark it as region locked. It's their error. Either way, You won't be able to accept the gift.

Agreeing to the rules is a requirement of using the site but it doesn't mean people read them.
A properly created regional giveaway can't even be seen by users outside of the region unless they go through the creators profile, nor can they be entered. This is entirely on the giveaway creator.

Reject the gift, then post a comment on the page of the giveaway that it is region-restricted and ask for a region-free copy. The giveaway creator can then decide to either get you a ROW copy, or they can ask your permission to re-roll or delete. If they ask to re-roll or delete, you can either say yes or no. If you say no, and you really want the game, then the giveaway creator will have to get you a ROW copy, and if they can not, after 7 days you mark the game as not received. Most people would just accept that they're not going to get the game and approve the re-roll or deletion.

So I won: Europa Universalis IV: Guns, Drums and Steel Music Pack
Received as gift in Steam (never received gift before so not sure this is normal), but in Steam I got the message:
This is a restricted gift which can only be redeemed in these countries: Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Moldova, Republic of, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Russian Federation
In addition, if you decide to redeem this restricted gift, you can only play it within the countries listed above. Note that using an IP proxy or other methods to disguise the place of your residence to activate this gift is a violation of the Steam Subscriber Agreement and may result in restrictions on this Steam account.
I'll also contact the giveawayer (or how do you call it ;) ) about this, but what can be done about this? I have not accepted it yet, and will not mark it as received.
