I play Psychonauts and Portal 2 trhough every couple years and they never lose charm. Half-Life 2 and most other Valve titles hold up as highly replayable despite being linear.

1-Resident Evil 3 (I've finished it way too many times on psp (It's available for all the home consoles).This game motivates you to replay it as it reward you with alternate costumes,weapons,different paths,decisions that affect the game and different endings).
2-The legend of Zelda:The wind Waker & majoras Mask (I prefer them over Oot to be honest)
3-Tomb Raider

I played Tomb Raider through, start to finish, three times back-to-back, and only stopped playing because I had so many other games waiting to be played!

Of course games like Civ II and Warlock: Master of the Arcane can be played over and over and over again, too ;)

The only game I have played as much as Civ II is Zoo Tycoon Complete Collection, but that is only because I was creating new user-created items for the game for five years. UCI's make the game SO much more interesting!
