Do you mind when the winner does not activate your gift?
I do care whether the winner actives his/her win. If I check back later and find out that s/he hasn't, instant blacklisted and reported.
As for the latter, I don't mind if people win a recently bundled game, activate it and give it away too sometime later. Nothing wrong with spreading the love, now is it!

About the second thing: what if somebody buys a bundle, but tries to win some of the games from that bundle to give them away? Of course, we can't have rules against that, but I was wondering: it is ok for you if you know that someone does that by purpose?

The non activation and re-gifting that is done here by bad boys and bad girls I see as a major rules infraction and imhpo it doesn't matter what game it is. If one doesn't want a game one shouldn't enter a giveaway for that game.
I'm in favor of a three strikes and your out (permanent suspension) rule concerning this infraction.

The reason that I wrote three strikes is that I'm thinking that new users should first find, read and understand fully the working, faq and rules of SG and that there are most possibly language barriers. Not everyone has English as native language and is proficient in English.
As I said in another thread that there are far worse things one can do on SG than for example petty calling out, one of those worse things is re-gifting. I don't even understand why someone would re-gift a game that he probably doesn't want but then again if he doesn't want it why did he enter the giveaway in the first place?

Re-gifting allows one to level up without spending money.
I think that being suspended once should be enough of a wake up call for a rule-breakers to bother checking the rules before entering additional giveaways, but in any case I think Undac's suggestion above would be even better.

That's also why I said that they should have the chance to "redeem themselves" the first time.
Calling out a scammer who created a forum about being scammed, someone who complains about not wining AAA games when he regifted everything he won, or someone who asks in the description of his giveaways to recieve trade rep however shouldn't be punished. This way more people could actually report the person, and support would find out faster about him (that's at least what I heard: if there are lots of reports toward a person, support will see those tickets faster). Again, that's just what I think.

I do agree on most what you say/said in your thread but as I'm a SG (games/games only) trader I would like to point out that the first thing you said; just above; I don't really mind a scammer warning knowing SG support is overloaded (30K+ tickets) and that I'm old enough to make up my own mind if a scammer warning is genuine or not. Because a potential scammer has the time to scam and make more victims between the time his victim(s) send a ticket to support and the time when support has the time to react to that ticket.
Also as a SG trader I (but far from only me) value SG trade rep. Asking +rep for +rep without a real trade I see as a major infraction as those that do this are abusing and misusing SG trades/Rep system like for example; in the same manner; dishonest and stupid CV farmers and CV boosters who are abusing and misusing the CV system.

I see nothing wrong in winning a game (and activating it, of course), then buying the bundle and making the giveaway for the same game. Especially if it's for the game that you think people should really give a try.
But there're many things wrong with regifting.

Allright, we are in the same boat, but most of the time I just give away bundle leftovers (mostly because the raport of wages in my country vs prices of Steam games). I don't mind if someone who wins a leftover does not play him, I would like however to know that someone who won a nonbundled game would play it...

I really don't know what people have against bundled games. I only buy bundles if I really want at least half of the games in it and if it's a good price. I don't buy all bundles just for the sake of buying. A lot of good games get bundled and I come here to enter the GA's in hopes to win them. That's the same reason I give away the games I don't want. I'm sure someone really wants it and will value it very much. Even if it's a bundled game, I don't think people should enter if they don't really want it.

There is nothing wrong with bundled games, I just meant that if I buy a game with the pure intend of giving it away to some nice people from SG, it's not the same as giving away a leftover I did not like from a bundle I bought because 1-2 games from there were in my wishlist.

For example: I entered for a lot of Hospital Tyccon giveaways (which is / was on my wishlist) and later I realised that it's in the HB. Would someone have minded if I won it, activated it, bought the bundle and gave it away?
I see nothing wrong with that.
As to regifting however, that's a different story. Let's just say that LostSoulVL said he's in favour of a three strikes and out policy (which would be an improvement already), whereas I'd be in favour of air strikes.

Description under "Can I enter a giveaway for a friend?" states: "You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration. If a friend is interesting in joining giveaways, they'll need to register for their own account."

Of course we mind them, since they are breaking the rules. I did it too and I deserved my punishment. It's just that I don't bother to always check IF people are regifters. I think it's pointless to phrase the question like this because it's like asking 'Do you mind thieves'? We all agree the act is criminal (the few people who voted no, Idk). Maybe you should have made the poll asking if you check winners instead :)

As you can see in the poll, some people (and to be fair, a lot more than I was expecting) don't mind regifting (as I said in the OP, I am interested what people think, rules aside). Some even think that since EU laws allow us to do whatever with something we won, regifting should be allowed.

Well, I agree with what you're saying. I mean, the whole reason I started regifting in the first place was because I didn't expect anyone to mind that you took the game which was being sent as property and decided to give it on to someone else that'd get more enjoyment out of it, while getting your 'points spent/luck had at winning the game' converted to 'free' CV. Now that I'm older and wiser though I understand that most people here do not want to give their games to someone that don't appreciate it in the first place, and that it's essentially CV abuse. I'd be surprised if you managed to uncover that people actually don't mind regifting after all, but either way it requires a rules change which probably won't happen (and you'll most likely start a riot either way).

Whenever it's not against the rule, I generally don't care. When it is against the rule, I would really mind about that.
For those who won my game I check the winners for multiple/non-activated previous wins nowadays, and will request a new winner if I see something not good. But sometimes after I send the gift I either don't have the time to check if they activated it, or just don't like to report user (not through select new winner) as I have created some report tickets before and they end up with either no response or closed without action. In most cases though, I do check if they activated my gifts after they have marked received.

Just a side note here, for report user ticket basically no one has the permission to reply, not even admins. You will only see the status of the ticket, i.e. pending/resolved. Check permissions here http://www.steamgifts.com/roles/admin Support Permissions->user report

As regifting is against the rules, i don't want to be done with the games i give away.
But if you a game, buy the bundle with that game later and give away the bought game, there is no rule against it, so it would be okay.

No... Why? If anyone win - he became owner of the game i send him. He can do whatever he wants with it. I am not a nazi. I am not gonna say to anyone what he can or cannot do with thing i gave him and it became his own property... Retail stores does not care about games they sold to you and does not say for example - you have to activate it tomorrow on 5p.m in your kitchen standing upside-down on your head... so why i should i?

Who cares. I am not the one who violates rules so it is not my business. It is up to moderators. And OP´s example is not against the rules so i wrote my own. To his example. Giving away games he already have is the point of these sites. No matter if he won it even one hour before. Even if he entered to GA and later bought the bundle and then won the game it is not against the rules. It can´t be. There is no rule for: If you buy the game by your own - you have to cancel all your entries for the same game on SG site because you can win it later.

It's against the rules to begin with, and I want someone to receive the game who actually has interest in it.
While it would be okay if they entered a giveaway to get a game that their brother/sister/spouse/etc was interested in to try to get the key, I see that as kinda bs because they're also going to enter on their friends account. 2x entries for one game. That's unfair, and if I see that a person already has a game I gifted in their library I just request a new winner.

Allright, I noticed that there are some people (from my friend list) who gave away games on SG, but simply don't care if the winner did or did not activate his game. I wonder what is the general opinion regarding this (ignoring the rules for a second) - reason why I created the thread.
Another thing: how do you feel about people who win a recently bundled game, and a week after that give away the whole respective bundle? For example: I entered for a lot of Hospital Tyccon giveaways (which is / was on my wishlist) and later I realised that it's in the HB. Would someone have minded if I won it, activated it, bought the bundle and gave it away? I know it's not against the rules, but it doesn't seem "right", to me... somehow!
