Can someone from non-US buy digital games on amazon.com (recently)?

I have a US address on my account and were able to buy games there in the past. But now my order is getting canceled. Were any of you being able to buy amazon digital games recently?

I preordered War of the Chosen which was delivered/charged/released last week. No problems.
