...Actually you do.. How long have you been here? If enough people report you for not providing, then you get banned from entering and starting giveaways.

ive won two fake giveaways, one of which where the guy tried to give me the games COUPON and told me to buy it myself. told the mods, they just deleted the giveaways.. those giveaway creators dont even have a "not recieved" mark by their names, lol. so how long have i been here? long enough to have no faith in the moderation team or that that this kind of crap gets punished :)

all he can do is suck it up, mark as not recieved, and move on.

Try to talk to the creator, maybe he just forgot, maybe he is away on vacation, maybe he's just being lazy. You can also mark it as not received.
