The reason Sony did the self-censorship for that game was because they modified the requisites to play the game in a way that is actually prohibited in many of those aforementioned countries from participating functionally (not even VPN!), and then some. That's a major example of when they do self-censorship, even retroactively. It's more common than you think.

You vastly underestimate how governments work. First world and third world countries are pretty much functionally on the same level. What's different is how they run things and their politics. On a global level, they aren't gonna be that ignorant to what goes in their country, even if they have to retroactively ban it. The point is, on the surface, the lack of distribution isn't necessarily the will of the distributor/publisher. It's because of your country they're respecting. Much of that affects their business decisions, so this is not unique.

People don't pirate because of cost itself. They pirate because of access. Whether it's because of missing content, or because they just want to play the game, they pirate because the game or the component of the game is disallowed or lacking where they're from. A guy in China got banned just for using VPN when he tried it (No, I'm not making this up. It happened!).
Sony disallowed people from certain countries because lots of those countries disapprove a lot of the non-exhaustive list of things like the bait and switch, content, and PSN accounts. That totals about 177 countries and regions (yes, even territories of approved countries, ironically), which makes up the big mega list of places that the game is ultimately banned and that event was significant.
The main component to all this is not just because of Sony's policy. It's because Sony made a retroactive move with respect to their policy in the way that is actually disallowed in other countries. The other part is, consequently, PSN itself is disallowed from use in other countries (and yes, you're not allowed to even VPN through it). So many such factors influencing this PR disaster, which consequently would ban the game from that many countries. They're now doing the same thing to Ghost of Tsushima, which isn't making big news because that's obvious by now if you had any comprehension like the rest of the world is aware.
So it's not me not knowing what I'm talking about. It's you who is failing to comprehend the scope of the matter or even how things work. I'm almost so chronically online that I'm well aware of all this and hardly talk about it, so I'm simply passing on the message to you. I already took the effort to look this all up. The number of those countries makes it too broad to specify the reason they cannot be bought individually, but again, the basis is pretty much in the fact that it's because it cannot be obtained there as those countries would prohibit it. Yeah, because the whole part of qualifying for the activation is that it has to be legit for it to work. That's how Steam operates. It doesn't mean what he bought would function as he expected.

Just came here to say that most probably the entity deciding about this censorship/self-censorship is not Steam (it's just the platform) and not DONTNOD themselves (even though they developed the game).
Most chances the one calling the shots is the distributor - Xbox game studios aka Microsoft.
So if anyone decided, for whatever reason, to limit the game in certain countries - it was probably Microsoft.
(Maybe they were asked by the country... maybe they decided for themselves to "not rock the boat" to not harm their other business... idk...)

i'm suspecting the developer because i think they did the same with "life is stange"
but it's still weird they'd do that specially when they didn't include all conservative middle eastern countries, and have many countries that don't have a history with gaming censorship,
russia, china, saudi arabia and UAE are all understandable, but the rest just make no sense.

i used to play and love mdk when i was a child. but fast forward 20 years later and i have no clue what it was called, and my only clue about the game is "pyramid head" because my brain decided that's what the main character looked like, which was a horrible clue because of the silent hill character lol.

but either way, be it the dev or the publisher, the main point is the self censoring that no one called for.
a game needs to be a blockbuster for the people to care and word of it reaches the government, and then they ban it as a show of virtue to hide their corruption and appease the people, then everyone goes pirate the game and play it anyway because the game is really good.

This is an amazing game to be getting for free!
Maybe it's not the AAA game you would spend $50 on...
But it's definitely a gem from a smaller studio with excellent graphics and amazing atmosphere!
If you haven't done so before - i strongly recommend you get it, and at least try it out.
