You are getting points of every giveaway created till amount will be 300 points (that's the cap).
People here are making giveaways with the games that they've got in their possesion - in steam inventory or the keys.
There are ristrictions which can be found in faq.
Most important are: If you win a game - do not give to anybody else - you have to activate it on your account.
What's more to not make re:giveaways with the games that you won and not activated on your account.
There is contibution level - every game has a value - more you give more you can get - many people making cool giveaways with awesome games - like borderlands 2, dishonored etc. with contribution lvl of for eg. 200$ - and to participate in these you have to give away games in the total value of 200$.
