I've never seen an active online community where mods weren't accused by some users of the abuse of power. And it's almost always largely exaggerated, although I'm sure you're right about some questionable interpretations of the rules taking place. Still, the suggestion to unban all banned users is ludicrous, and it would only lead to forums turning into a complete shithole lol.

Why? From your picture it seems that decrease is getting slower over time, not faster. And, from your picture, it seems that number of giveaways dropped about 5x times in 6 years, even if it does not getting slower as I said, it would mean that in 6 years we will still have about 5k giveaways per month - that's not so bad.

Why = The friendly, generous gifters go, the discussions are only a shadow of the past, more and more bottom of the barrel people join the site (multiaccounts, autojoiners etc.).
Which means lesser GAs, a lower quality of the GAs in general and more entires which means lesser chances.
Not to speak from people like me that do GAs nearly only in groups that not each one can join.
And that i stopped to write reports and stopped to hunt the cheaters, because it is wasted lifetime if the amount are so extreme high and the admin don't care, should say something too (at least the ones that know me a bit).
Some people think i am arrogant that i expect a visible difference in a few months but i think i am a realist and know very well which high impact my reports and hunting had and how much more the cheaters got over the last years (special in the last, i see 2 new autojoiners each week, and that are only the dumbest ones that do it absolute openly and jump into the spotlight. From my point of view is one guy or a small group of people behind dozens, if not hundred, accounts).

Multiaccouners and bots were here always, even before you joined. And yet somehow the site was alive. Actions from steam side were much more sensitive to the site, imho. Indifference of cg is more important reason though. Well, we'll wait and see how it goes.

Since other people and i hunt them, and catched a lot, they got more and not lesser. Nowadays i see two new autojoiners each week, of course the stupid ones that jump into the spotlight and do it public (much more are not so visible). And how many get catched each week ? Let me assume nearly zero, because the mods don't have the needed tools and permissions.
It's a fight against windmills with bound hands behind the back, because the admin don't care how much time the mods or members invest as long as he earn money with the site (on the back of each one that do something, not important if creating a GA or reporting a cheater).

I don't think admin earn a lot from this site, but I agree that he does not care what happens here, that's true. Actually, that's why I believe he don't earn much, if anything - if it was a great source of income he might be more motivated to do something about autojoiners/multi-accounters.

(I'm kinda afraid to post in a flame-y discussion like this at all, but I guess I should chirp in there.)
If you go by that logic then SteamGifts has been dying since 7 years ago and died probably about 5 year ago. (Granted that's when my depression peaked so maybe I've just been seeing things in a worse light since then. In retrospect, it was never all sunshine and roses but the darker aspects became more and more apparent over time.) Before that people just... kinda wanted to have fun. There were lots of puzzles, friendly discussions and most people gave away games because they wanted to, not because the precedent was that they had to.
Now look where we are... everything is about the numbers... Giveaways seem to be more about paying to be in the Cool Kids Who Make Giveaways Club than about the actual games. Or at least that's what the vocal side of the site seems to present (honestly, this thread is all over the place). The majority of people who were around back in the fun times have either left or don't really interact with the overall "community" much.
I mainly blame the shift on the "CV" system that changed the user-base's priorities over time... but also in large part on the people who abused Steam's regional prices back then which caused Valve to kill gifting directly through Steam (a lot of people became less active after that).
So, yeah, SteamGifts isn't dying. It's long dead...

I was level 7 in one single hour I become level 4
I sent 100 dollars of stuff but because low attendance it counts as 0 value to the system.
Not complaining this is the system and raffles will move accordingly.
I mainly send direct gifts from steam friends list

one guy threatened at one of the giveaway topic I have created (3 persons already got served at that raffle) and I refused to send him anything and 3 months later I get banned for 5 days for the reason creating a fake giveaway.

If you check their giveaways, they actually did. They gave away 4 copies of Sword Art Online: Hollow Realization Deluxe Edition, the problem was that the giveaway was only for Turkey and Level 7+ users... so it comes as no surprise that it didn't reach the needed 5 entries for it to count.

Have you thought about why it was restricted to Turkey only? Maybe because one copy cost the equivalent of just $1.20 in Turkish Lira at the time of the giveaway and it most probably couldn't be gifted to any other country (except for maybe Argentina) because of Steams 10%-rule? So: no, they didn't send "100 dollars of stuff". The interesting part about this is that - at least judging by their name on here - they might not even be from Turkey but rather from Greece, which has the € as currency, but also happens to be really close to Turkey. Coincidence?

that is just one of my giveaways that guy mentioned here. Just one not all. many sent and counted as zero value. Underlining again not complaining but these things like looking a giveaway creator like a criminal, cheater, like a test subject will also affect stats on the long run.

Those copies cost them 1.23 EUR each because of regional pricing. Would have been typical exploiting of regional prices for fast levelling. Though I still don't support putting games on the reduced / zero CV list because of regional prices as it punishes other people in less cheap regions. Maybe heavy region restrictions should decrease the received CV instead so games don't have to be put on the list needlessly.

Simple yes, but not so fantastic. People will just create closed groups, take there only users from the same region and create giveaways without setting the region lock. Boom, full CV! It actually happened before, on SGv1, when region locked giveaways were forbidden.

It does not explain 7->4 level drop. This giveaway just won't get any CV at all.
My doubt is based on the fact that level 7 is 1000$+ and level 4 is less than 250$. So, for this drop one need to either instantly get majority of giveaways added to bundled list, or 75% of giveaways added to no-CV list. It's kinda TOO GREAT coincidence when someone gives away non-bundled games and they suddenly become bundled all at once. To me it sounds like "I tried to abuse the system, but system was smarter".
Also, funny thing, I just realized that if they indeed spend 100$ on gifts - it means that CV system works PERFECTLY, because 100$+ corresponds exactly to level 4. They got all what they paid for!

Apparently at the time of the giveaway, it cost 40P to enter although the base price has never been more than $10.
Also this is one of the apps that doesn't have its own price first on its Steam page but the price of the GOTY pack, which happens to be $40:

That has led to wrong CV on SteamGifts in the past. So it most probably gave (reduced?) CV calculated from $40 rather than $10 at the time. So at least 17 x 6 = $102.
(It might even have been full CV at the time which would have been $680. Is it possible to check when exactly the CV got reduced retroactively?)
Since it is now 10P to enter, this apparently got fixed and the CV probably retroactively got reduced to 17 x 1.5 = $25.50.
Also it happens to be the case that at the time of the giveaway (and to this day), keys for this DLC were / are around $0.40 to $0.50 a piece in the grey area:

So they most probably paid less than $8.50 for that initial $102 CV (or even $680, if it was full CV at the time).
It's highly likely that by digging into the other giveaways one would find more stuff like this. And in combination with the (in parts only attempted) exploitation of regional prices, it is pretty safe to say that it was/is intentional behaviour.

That's not really fair because lots of bundles will get you 5+ CV for every 1 USD spent, sometimes even 10 CV. On the other hand Steam gifting is not only more cumbersome but inherently more risky, too. If you gift unbundled games that are 80-90% off to get the same value as an average bundle would give you then you can easily get screwed over if your gifted game gets put on the reduced CV list rectroactively just because somebody from Turkey or Argentina gifted it, too.
If I didn't have to fear that happening I'd gift a lot more from my Steam wallet.

You create a FAKE story with fake stats and infos.
I answered to a lot of the stuff you list (with facts that can be checked -not as your accusations that only exist in your head-) AND you still repeat the bullshit as it would be a truth now....
1.) Tickets number wrong
2.) To talk about someone and to ask others to help to report games of some specific user are 2 very different things (and the screenshot show very well that i have no problem with you).
3.) I bought the 10 booster packs (the games you talked about from lootboy) -check it in the lootboy thread as i said-. But you don't want to read something that don't fit to your crazy story.
4.) Build my account with free keys from lootboy = ROFL :D
5.) Complain to the mods, that have partly answered you before in other threads about games that got reduced to free or bundled. But you don't liked their answers so you ignore them too and pretend that all is a surprise, shady, hidden etc..

Wow it's almost like people have less expendable income and time due to various personal and global circumstances. Also people really don't give out games when the incentive (levels and the ability to enter better giveaways) is diminished due to every single game being bundled and their value being reduced to one or two stars.
Also, sadly game devs nowadays don't really sell on other platforms besides Steam which means less keys for actual fully valued games which means resorting to the awful gifting system. If Steam let people to actually purchase keys instead of just gifts, then there would be more giveaways.
