grats on your bday, you can't go wrong with air cooling, i have air cooling and my cpu is 25c on load might even OC it soon just need to make sure you have some nice fans with plenty of air pressure.

Happy B-day!!!!!. Honestly don't get the 690 its a waste of money tbh,and well your PC can't handle the 690 anyway lol any 800w+ with the 80+silver mark is safer than your 650 xD. in short for a great PC that will run any shit at max :
CPU: I7 3770k.
CPU fan: Noctua NH-D14.
MB: ASUS MAXIMUS V GENE.
GPU: EVEGA 680 4gb or just an MSI 680 Lightning(its OCed but 2gb with 2 fans).
Ram: x2(16GB) or x4(32GB) Dominator® GT — 1.5V 8GB DDR3 Memory Kit with DHX Pro Connector and AirFlow II Fan.
HDD: WD Caviar Black 2TB.
SSD: OCZ Vertex 4.
PSU: Templar Imperator 850 80+ Silver.
Case: HAF 932 Advanced or Cosmos II.
This will give you a PC for your money, and the cooling well you have enough fans in the case and the good airflow will ensure the good cooling of your whole PC even if OC'd quite a bit unless, you plan on going extreme OC then a Water system is imperative. hope this helped ya.

i had the 650W PSU on the list because it was under accessories at the gtx 690 so i presume it was the one i needed and i am not going to put this on my current pc it is a few of the things i am going to buy for a completely new pc but thanks for the tips and of course i am going to look a bit around before i buy so i might change the 690 for a 680 not sure yet :P

Please stop if you dont know what you are talking about.2 680 will run just fine off 650w which means the 690 will too. 3770k is useless for gaming, dominator is most overpriced ram, psu you suggested is terrible, cosmos ii is more expensive than what he needs. Mobo is fine but he is fine with a cheaper one.
7970 or 670 is the better but for gpu,givng similar performance for a lot less.

Best advise I can give you is not to do water cooled, even when it is done well, it occasionally ends up broken and killing you machine.

Today i am finally turning 18 :D and lately my computer has be acting strange and it is also around 5 years old so i am going to buy and build a new one but i am not sure what parts to buy so far this is some of the thing i am think about buying but i still need a few things so i could use a few recommendations. i am still not sure about a water cooler as i quite often take it with my to friends and i am afraid that the hose would come off :S
