I have been using GG.Deals for some time, it's much more comfortable. But for price history I see them more clearly in SteamDB, which differentiates between "has not been this cheap before" and "is priced on par with lowest recorded price", although it's only for Steam.

Both official stores and keyshops, but for now you have to enter the game page to see unofficial ones (like Kinguin):

It is a "deal" score. The maximum is 10. It relies on several values such as: how many people have wishlisted the game, is it an historical low price, is it a game that goes rarely on discount, etc. So you can sort the "best" deals using it.
So 1.9 is not good: it either means the game is bad (and no one wants it) or that the discount is quite low compared to the usual price.

Btw, just a heads up about ITAD: it has a new version, which has most features from the old and, at least to me, feels far more polished.

Does anyone have any recommendations on what the best sites are to find cheap games from verified distributors? Ie: Humble Bundle, IndieGala, Fanatical. Any other recommendations on good sites that are safe and legit ways to find and purchase game deals on games as we approach the holiday season? I'm looking to see where I can find some great deals on games less than $1.00 USD. It's a fun process, like searching for hidden treasure.
