Understanding "Region locked games" and the real risk of vpn?

So I bought a game off Ebay, I did not know it was Russian (am guessing) and it was sent as a gift, and well i activated it like normal. from my inventory . I decided to see if i could find more deals here on Steamtrades...so if the games are locked , how was I able to use, and play it?

also, Is there REALLY a high risk for activating a few games (not buying) while using a VPN then play normally?
I read that A LOT of people do it and often, I know its against their rules, but for someone who dose not trade much what are the odds?

In addition to region-locking, Valve is now run-locking games to their respective regions, and punishing VPN activations of cross-region games. Dunno if ROW region games are affected in any way.

Pretty much. No more buying stuff through VPN from Russian stores at a deep discount, then trading the giftable game from your inventory for full value. At least, that's what I gather from all this. I'm a bit fuzzy on it, but I think it's pretty much those reasons.

What about older copies ?
If for example a game was bought last year ... will it automatically have the Run lock thing if you try activating it now ?

No, it applies to only newly bought copies. Copies that got retrolock are copies from region locked packs that were bought after Steam decided to region lock everything, and it has red text.

i wish i knew about this before. so I was able to play that game cause it was bought before the lock?
or, are some games locked and some are not?

is it really risky to buy a few games that where bought before the lock, and playable in my region?

I know it's "wrong" and I don't want to get in to a debate about that...cause surly everyone has something they did not pay for on their pc..so who are they to judge?

and I do move time to time for for years at a time, I traveled around mexico about 3 years, and i had to change my region . now that am back in the States, I had to change it back to US. you think they will for sure find out?

Off topic: I read you were in Mexico for 3 years. Out of curiosity, all I've heard here is worst news about Mexico - regarding drugs and blatant mass violence. Did you find yourself comfortable in Mexico?

oh mexico is terrible, but its all about location...I was living in Toluca and D.F which are both in the State of mexico, and yeah...its scary bad. where i was living, you dont see anyone outside really after 8-9pm.....
every time i go people think am insane...i might be, but my reasons are:

the relations ships are AMAZING I dated the most amazing girls I have ever meet. here in Texas? ....i dont even try, I just go outside to work..that's it, sleep, work, write music, play games and repeat.
I would not even know how to meet people here in Texas it seems that you have to be a fat , douch-bag alpha male, that or rich ...am neither.....

I play my solo-project music there cause its not a common genre so it gives me an edge. And I have introduced a lot of people to interesting music they would of never known about

hmmmm and I learned spanish (which is almost mandatory in Texas)

I go time to time to visit, and am just saving my money till i decide to travel again (and set some roots) or just ...try to live here (Texas)
hell....I might go to Thailand or Indonesia next..

oh wait i just thought of something
when I activated that game? I did not have to use a VPN I have never used one....some reason it just worked, that's why am confused. (but the gift was all in Russian)

and is there a way to find venders that offer games that are cheaper, yet don't need vpn? like the one i found on ebay? how would you know before buying, if youll need vpn?
