Not "be able to", but "be allowed to". I can install whatever I want on the computers I'm using, but people connect from schools or libraries, without having the rights to install software or change the configurations. :-) (Also, syncing the ignore lists can be a bit awkward.)

Because everyone can get them for free, it's just flooding the front page. Someone just gave the link to the giveaway winner to get the key for himself instead of the actual key. Talk about laziness.
