The amount of giveaways you can create is based on the amount of successful giveaways you have made. This is to prevent people from making large amounts of fake giveaways. The staff couldn't possibly tell if you gave a key or a gift, so that option will not be implemented.

Thank you for writing back. Yes, you're right but consider there is a Steam login system here, SG can know if the gift is retail key or gift. There is such an information stored in our accounts (steam accounts). And if you've created 16 successful giveaways and you have over $200 USD valued gifts sent, why would you troll? :S I really can't get it!

The gifter doesn't have to have the game in their possession prior to making the giveaway, so the system couldn't scan their inventory to check if they had it there as a giftable copy anyway. It would assume it's a key, but then they can go on and buy a giftable version once the giveaway ends.

What access does SG have that would show if the winner got a key or a gift? I can't look at a persons games list and see that information. Also, I see you have some deleted giveaways, those take away some of the giveaway slots you would have had. Again, that is to stop people from making fake giveaways.

@1st suggestion: because SG has no way of checking if it was actually a gift or steam key. You could make a priv GA from a bubndle key, mark it as a gift and just share a link witf few friends who will lie for you, so you get full CV.
@Second: After you create few GAs you can make more and more at once. It's to prevent newbies/trolls from making unlimited number of fake GAs. Also creating a lot of fake GAs could be exploited to generate unlimited points burst.

You gain more slots to create giveaways after successfully sending games. You must have some deleted / not received games.
About checking if a game is a key or a tradable copy, not gonna happen since it would mean a huge amount of work to check whether or not the users do have a giftable copy, plus it would be impossible to check if it was a gift or not after it gets redeemed.
Plus, opening that door would mean a huge loophole for exploiters to try to use. The current date system is efficient the way it is.

You obviously don't understand what I'm saying. Do you have any idea what number of giveaways are created every day ? Do you expect mods to check the gifter's account every time - provided that gifter's account is set to "public" ?
That auto-check function you seem to be suggesting would be hard to implement, if not impossible, and would still allow exploiters to have one gift copy in their inventory and make giveaways with their bundle games. Even if it was possible to implement it and if it was implemented, it would be a performance issue regarding the traffic and the number of giveaways created, and, like I said before, a huge breach open to exploiting.

The bundle flags are time variables if I'm not mistaken. Minus a small gap I think you should be fine if you giveaway your game and it gets bundled later. I don't think there's anyway to accommodate this gap as people who hear about the bundle early can just create the giveaway and wait until the bundle launches.
As for the 3 gift limit, I figure its to prevent exploited keys from flooding the giveaway section and to prevent all the headache when dealing with servicing tickets for mods.

If you wanna prevent exploited keys, you should just limit the "same" games multiple amounts, why would you limit everything? I wanna gift these and it blocks me, it shouldn't allow to create 50x Blackwell Deception, of course, but they can limit creating games as you cannot create the same game in 3 or 4 open giveaways at the same time. I'm just trying to make a solution, sorry for my stubbornness :)

actually you have 5 (five) "active" giveaways, because deleted giveaways count towards the total maximum.
If I'm not mistaken, the maximum is calculated this way:
maxgiveaways = biggernumber(3, roundeddown(successfulgiveaways / 3))
in your case:
maxgiveaways
= biggernumber(3, roundeddown(16 / 3))
= biggernumber(3, 5)
= 5
if you want more "slots", you have to create a support ticket and ask the mods nicely to increase your maximum amount of open (active + deleted) giveaways
