normally, the gift is untradable for a while, if the buyer hasn't bought anything from the store in the last year i think. it's allright, unless it suddenly disappears.

Yes, it does tell you that. It gives you the following message :
Your recent gift of < Steam Game > from < Steam Gifter > has been revoked due to a problem processing payment for this item.
The games associated with this gift can no longer be played as a result. If you would like to purchase this item, visit the Steam Store. Otherwise, you may choose to delete the local content associated with this gift.

Once I changed my password and bought some gifts afterwards.
It said exactly the same thing in the gifts description.
And the message was still there when I send on of the gifts to a friend. He could add to the library but could not trade.
In two weeks the restriction message disappeared.

Redeem it asap. All that means is that the guy who bought it was under a waiting hold (might have changed his password or added a new payment method, etc). It happened to me before as well, can gift but not do any trading.
However, he can pull back a gift at any time if you don't activate it. If you activate it, the worst that can happen is Steam can remove it but not the gifter himself.

Wouldn't adding it to one's inventory already count as 'activating' it in this pretext? Since the gift message would no longer show up that normally gives the option to add the gift either to your library or inventory

I won a giveaway on a site (not sg), and the guy sent me the game as a gift. I added it to my inventory, but it seems the gift is untradeable until 17 december. Does that mean it was bought with a stolen credit card or something? And if it is, will it be safe to use after that date?
