Hey, So I was wondering if someone with a non-tradeable gift can send the gift to their friend and have them store it in their inventory. Is that possible?

I suppose if you have the option to send gift, you could do it.

No, the gift remains in your inventory unless "accepted" at which point it is added to the library of the one who accepted it.

interesting, I had a weird interaction with a gift called "game booster" which was region locked and untradeable, a friend sent it to me through email and I was able to somehow accept and store it but that wasnt the case for another game gift.

It might've been an old gift. Previously gifts were indeed items you could store in the inventory. Not anymore though

Old gifts can still be stored in inventory, new ones not. Doesn't matter whether tradeable or not.
Old means before May 2017.

aha thanks for clarification, when you say before may 2017 do you mean the date of purchase or the date of the game release on steam?

Date of purchase, because Valve removed the option to store it in inventory then: https://steamcommunity.com/games/593110/announcements/detail/1301948399254001159.
