I was able to repurchase all of the items at once just now, no support ticket needed.
I clicked the above link, then selected one of the games that had been in my cart on Monday when the system crashed. When i clicked on it, it, there was a message that said, This was one item in a larger purchase. Last time you tried to purchase this product there was an error, so we saved your cart (including discounts) for 72 hours so you can attempt your purchase again. 35 hours 19 minutes remaining to repurchase this cart.
I clicked the link of "repurchase this cart" and it added all items with their sale & bundle prices as they had been on Monday.

Yep. The only condition for this exploit to work is failed for whatever reason purchase. For instance, when I want to save my discounted shopping cart I’m using credit card with different to my account’s currency (Russian account but Ukrainian credit card). Works as intended. But you’re free to choose your own way to fail purchase on purpose. There are plenty of them.
