While it rated poorly, Agarest: Generations of War might keep you occupied for a while. Just be sure to get it during a good sale.

The combat system left me unhappy. I admit I haven't played much though.
My dad also loves Shining Force. :P
Get him a PS2 with all the Nippon Ichi SRPGs and maybe a few others. It had some great ones.

If my understanding is correct Banner Saga might get your attention.
If you just want turn based strategy perhaps try XCOM enemy unknown as well or skulls of the shogun.

Shining Force was awesome!
Same for Golden Sun (saga), Breath of Fire (there's a IV for PC I think), Rogue Galaxy -for ps2- and maybe is another kind of game, as in not turn-based. Final Fantasy ones (many GBA and SNES ones are like this, I know because I loved to play this games!)
