You can submit a ticket to support, check if the dlc you're giving away isn't included in a bundle or has been given away for free at some point first.

bundle stuff can still be given away, just that CV value given is limited
only the FREE part is the problematic part

double checking wouldn't hurt, sometimes a game was both given away in a bundle and free, but a free giveaway wouldn't be as noticeable as a bundle, a long shot I know...
