Yes. I'm not not doing forum giveaways because there are no tools for dealing with rule breakers, I'm not doing them because I currently don't want to have to deal with the rule breakers. It's extra work for me, and it honestly made me lose a bit of faith in the community when 10% of the entrants were from leaked links.

10% is indeed much 0.0. Had to reroll a gib 3 times today. But it was public so was to be expected. But out of 11 winners where 4 with non activated and double wins (1+) , which made me decide the load of today would be set at 2+ in the hope the amount is lower... But I think that the forum is a better place if I wanna avoid such stuff.

Bundled trash - Public via private links (i.e. trains), and sometimes giveaway groups.
Non-bundled gibs - Public forum events (e.g. 'puzzles') or WL/groups in the hopes of infecting other peeps wishlists with the random crap that I find :D.

Public mostly, Level 3 and up bundled game keys with same rationale as you except that instead of just being forced to give to rule breakers i tend to have winners with page after page of region restricted giveaways so its less annoying to give cheap bundle games to a winner from a region which i am not in.

By now, I always try to give away games that I enjoyed myself or of which I think other people would enjoy them.
I used to just make giveaways for leftovers from bundles but now I try to actually give away games that more people would enjoy playing.
That's it really; no other "system" behind it. I just do what I feel like doing.

I did a train around Christmas where I said it was my first and last, and it still is. I plan on making only public giveaways from now on with at least level 5 requirement, as I didn't feel very comfortable with excluding people by making giveaways here only for those who read the forums. That would be the same reason I'm not interested in joining giveaway groups or even making any whitelist giveaways. I want my giveaways to reach those who contribute to the community and that's it.
I am considering using the blacklist though if I see higher level people who have lowish amount of entries on pretty much all of their giveaways. I feel like they have their own small circle where they do their giving and winning and haven't done much for the community as whole.

i rarely do GAs for bundled games. there are enough people on sg doing them, and since i rarely enter giveaways for bundles, i avoid bundles.
i create cheap region-locked GAs for since it's easy for me to buy gifts directly from the store.
if there's a special event or i want to do a whitelist GA, then i trade ROW unbundled gifts. i have to buy keys then trade them for games so it usually takes a week ahead of planning.
stopped doing puzzles since i find them annoying lately, maybe more annoying than a blacklist.
and i also rarely make group GAs, i only feel obliged to contribute when i win something, or i get invited to a bday/holiday group.

Interesting point about trading for ROW keys. I wondered how people from regional-locked countries manage to do ROW giveaways...
I'm curious what exactly about blacklists you find annoying - the never-ending discussion about them (just don't enter these threads), having to blacklist others (isn't it a great tool? why be annoyed), or finding yourself on one (can't imagine you on anyone's blacklist)?

the blacklist/puzzle comment was a silly comparison, lately puzzles are like bl for me since i won't be able to enter that ga more like i don't have the willpower to solve the puzzle :3

Level 3 because it seems that's around the point where people that break the rules here become very rare.
Other games go to groups and my whitelist. I might change that using sgtools and having a CV ratio requirement.

Public GAs ... I usually have a ĺevel 4 onwards GA as I realized that there were plenty of souls who just wanted to leech and not really bother about the community , after my initial GAs went to people who had like over 20 wins and not a single GA , hell didn't even get a thanks from them .
At least this way, I tell myself, people a little more deserving get a better chance . I am sure whitelists can't get all the decent people out there hence I make em public.

I make mostly leftover bundle giveaways, all of them public, lvl 5 and lasting for one day (when I make them close to midnight the time setting doesn't work right so it ends up being 1 hour for some reason). Sometimes I make non-bundled giveaways for special occasions.
I make giveaways public because I don't have any reason to limit them to any specific group of people. I make them lvl5 because I have gradually increased the level, for no other reason than wanting to do so. I make them 1 day to give better chances for people in different timezones to enter.

Well, I feel like I became more strict nowadays, especially after Apollo4X incidents. (facepalm)
Bundle leftovers - for big groups with no level restriction or rarely level 1-2 public, considering level 3+ restriction. I don't buy many bundles just for GAs. "Indie Gala Happy Hours" always confused me, never bought such a way.
Rationale: No one likes re-rolls.
Not-yet bundled games - for big groups with level 1-3 or combined small groups and whitelist(most recently). I also used private before SG 2.0 because there was no multiple group option.
Rationale: I want to give not-so-bad games to decent people.
New or good or expensive games - private with it's too hard(not puzzle, but promise) in the past, whitelist once. I think I'll go for WL from now on.

Sometimes I create GAs just for celebration or event for my friends or group.

If it's one of my favorite games, I do something fancy with it whether it's bundled or not. Could be contributor level, could be a puzzle, whatever.
If it's a gift copy, I stick a level 1 on it just because gift copies are easier to resell or regift and I want to filter out the people who don't understand the site at all.
For everything else, 100% public level 0 giveaways. Good game, bad game, whatever. I usually save up keys for a couple months and then max out my giveaway slots all at once.

I never give away game keys, because I don't buy bundles. I only gave away 1 game key once, but that's all. All the others are steam gifts that I bought. Other than that, my giveaways are always level 0, either public or private. The private ones are found in discussions or by solving puzzles. That's all. :B

I don't think I really have a system. I pretty much only do bundled, so my variations are more limited. I also don't formally consider the price/quality of the game, though it does influence the level or format I choose in a looser way.
Public 4/5/6/7+ 1-day or flash if I just have a bunch of extra keys. I don't do less than level 4 public anymore due to the number of re-rolls I had to do below that. Most of the 4+ rule-breakers seem to have old mistakes that they've already been suspended for, though I still create tickets if I haven't already for that person, and it takes time to do all of that checking.
Larger forum events, whether my own or participating in others - sometimes with a puzzle, sometimes just a train. Now gated with SGTools checks if under level 5, unless it's behind a significant puzzle.
Special groups and whitelist when I have something better than usual or just feel like they need some love.

At the moment, this is the system I'm using:
Cheap bundled games ($5 or less)
Rationale: If I'm "forced" to deliver the game to a rule-breaker, it's less annoying to do so with cheap games.
Rationale: Got to give more than just crap in Public giveaways. Level 5 seems to be the threshold where I don't have to do many rerolls.
More expensive bundled games (typically, but see Alternative rationale below):
Rationale: Avoid rule-breakers for anything of value.
Alternative rationale for this filter: Add something to threads I create that aren't about giveaways (the so called "obligatory giveaway"). Frequently this doesn't fall into the "more expensive bundled game with review score less than 75" profile
Non-bundled games
Rationale: Give the really good games to people I know for a fact are really good. There are plenty of great people who aren't included, which is why I'm always "on the hunt" to add more people to my ever growing whitelist
