Never seen that before. Maybe a bit more information of what you are trying to do and from where you try to acces it would be helpfull.

I get that sometimes, normally just waiting a minute and refreshing works. (though I am using my work computer, so it might be a network thing too)

I'm not sure about this but didn't steam announce that you couldn't trade anymore unless you set up at least a contact phone as secondary id and preferably their little phone app, i could be wrong though.
the point being to give a secondary verification of trades

Even if you didn't you could still trade, your items just go into escrow for 7 days to make sure you aren't some hacker/thief trying to steal someones items....So, that wouldn't be the issue...Honestly, I don't have a clue what that could be caused by..it's never happened to me, but I only trade on super rare occasions.

I have this problem from time to time, not only on trade window, but on all steamcommunity/steamstore pages. The page goes blank and this message is the only thing written (refference id is different everytime, tho). As I understand, it's just Steam hiccups. Clearing cash, downloading steam update, rebooting PC works for me. In rarest cases when nothing from above works, I go to sleep and Steam settles itself by the morning.

Possibly a DNS problem.

Open Command Prompt as Administrator if you are on Windows, and type the below commands to flush your DNS:

ipconfig /release
ipconfig /flushdns
ipconfig /renew

Then reload Steam page to see if it's fixed.

How long have you been having this problem? If the above solution doesn't work, then I can only guess that your ISP has blocked Steam for some reasons. In that case, try using OpenDNS or Google's Public DNS. If it still not works, I have no idea then -_-

I don't think this is related to Steam. This error should appear as a white blank page with only the text on it (see image). I have had this message a couple of times recently while accessing Paypal, and apparently it is a corrupt DNS cache.

had this a few times ... happens everytime when i opend like 50 - 100 or more tabs
at once or in a few seconds with steam related content (cards/items/market listings or whatever)
...
the steam server literally locks your IP out for ~ 15 min to 1 hour as it detects your access as DDOS-Attack
or simply wants to let you know this: "ferk off & don't squander our precious bandwidth" lol - thx volv ...

happens for common users rarely as they
don't use steam in such a way for it to occur
