well.. they lied. it wasn't simplified.. it was massively complexified instead.
basically you can't gift to someone outside of you region unless they are within 10% price-range from you, or in a cheaper region. and no more inventory storing at all with the exception of 2/3/4+ packs.

I just heard about this new steam gifting policy which was introduced few weeks or months ago I am not sure. But I don't seen to understand the problem that people are facing. I searched and got this,
Basically, it's like region locking but worse. Now it's enough for it to be a relatively small price difference (~10%) for you to not be able to send the gift. This effectively means that someone from say Canada can't send gifts to someone from the US, or someone from Norway can't send gifts to someone from Sweden.
Also, the lack of storing gifts is a real pain in the rear. it makes it nigh impossible to gift games here, and it also means that you can't buy games to give to friends on a later date (if you don't know exactly who will get it and when). So a real headache for us who enjoy playing multiplayer games with friends and like to have some spare copies around.

Thing is, region-specific differences remain, so, for example, you still cannot gift Metro 2033 Redux to anyone outside the EU as it has an EU-specific repo.
This, of course, mostly affects RU/CIS, SEA, and to a degree SA users, but it is still a factor.
Oh, and you can gift to any cheaper region; you cannot gift to more expensive regions. This, for us, means some games cannot be sent to NA and sometimes to the UK. But generally we are either the most expensive region or in the top 3 with 6-8% difference.

It works on a case by case basis now. As long as the one you're gifting to is in a region where the specific game isn't 10%+ higher in price than your own then you can gift with no issue. For the most part we're unaffected with this change in regards to sending out gifts apart from the handful of games that are actually cheaper in the EU zone(e.g. Carpe Fulgur games) and we can now receive from almost no area besides EU, Australia/NZ and US

Heh, yes. It essentially boils down to you trying to send the game and the system will either let you or not.
The good news is that it tells before payment. The bad news is that it tells after the window where you have to write the heart-felt gift message.

It's easy to understood if you think evil.
Joel is Canada buys the game for 9$. In the US it costs 10$ for George.
If Joel would gift to George, that would mean that George got a 10$ game for 9$. Valve is sad.
BUT if you only let them gift "downwards" that means that George can buy a gift for 10$ and send it to Joel, who could have gotten it for 9$ only. So instead of buying local for 9$, he got gifted for 10. Valve made 1 extra buck above the minimum. Valve is happy for extra income

" What the change is: First and foremost, gifting is now more straightforward. Instead of gifting games to a friend’s email address or Steam inventory, the exchange is direct. If somebody declines your gift, the game does not wind up in your inventory, as it would before. Instead, you get a refund. Also, cross-country gifting—which is gifting between regions, not gifting while running five kilometers and wishing you had friends in high school—has been simplified. The game either goes straight into a friend’s account or, if there’s too much of a price disparity between regions, gifting it to them simply isn’t an option. "
So if i buy a game, I cant store it in my inventory ... I could either use it for my self or send it to a friend right ?
what's this about price differences ?
