So I've just accepted a gift from a giveaway I won, but Steam has popped up saying it is region restricted, so cannot be added to my library and so has been added to my inventory. I cannot redeem it, but I have received it - any advice on what to do in this scenario would be great as I don't want any negative strikes against my name...

Do not mark it as received.

Contact the giveaway creator and let them know. They need to give you one that isn't restricted.

Thanks for the advice! Also, I've just checked again and Interestingly, no region restrictions are listed on the gift in my inventory - any chance that this is steam screwing up? It only mentions not redeemable in your country when I try to add to my library

If it says it's restricted when trying to add it to your library then send it back.

It's known that some games will be region locked despite not having the tag. I don't know much more information about it, though, but I thought it was good to let you know... See some examples here.

Either way, the winner still has to provide you with a gift you can redeem, if the GA was not a region locked GA.

that hapened to me with a Rise of nations gift, it didn´t said at all that it was restricted in any country but aparently some games have restricted "cross region trading" even if they have been bought after valve implemented region locks

One final question - how long after the giveaway finishes and you do not activate does it count negatively against you? Giveaway finished 6 days ago and has only just been gifted this morning. What makes it worse is that I cannot send it back through steam as he already owns the game, so need to wait for him to come back online to get his email so I can send that way...

After 7 days you can mark it as not received, If they send you a new copy and it works you can then change it.

Or if you both agree the giveaway can be deleted by staff.

This happened to my with overlord dlc, the GA creator bought it from the bundle of HB and i told him about i couldnt activate it, he tried to contact with them but he told me that they didnt answer, so we agreed on delete the GA T.T
