You could create a group and name it whatever you'd like (a short message to the person) and then invite them to the group.That's the only way to communicate with someone who won't accept your friend request.
As Oxol said, you should wait three days and then simply report them. If he doesn't want to send it, there no one who can force him to.

Hell, no. I don't want to be bothered by someone who can't wait more than 30 minutes after a giveaway ends and starts asking about their prize.

I won a giveaway 4 days ago but havent recieved the game yet (I've checked my spam emails), the person has been online since then so they must have seen that it's ended right? they havent accepted my friend invite on Steam either so I cant contact them on there. Is there any way to contact them on here? I'm a nice guy so I'm not going to assume that it was a fake giveaway yet, it was only Saints Row 2, I'm sure they'd have picked a more expensive game if they were going to make a fake giveaway
