Increase framerate

So, I bought skyrim... I play on a laptop. My laptop's specs are:
CPU - Intel i5 2.4GhZ
GPU - AMD HD 6470M
RAM - 4GB
HDD - 600GB
So, the problem is that Skyrim lags on resolutions above 800x600. I have every setting on low. I wanna play the game on 1024x768 resolution atleast, but the game lags. The game runs absolutely lag free on 800x600 resolution. Any help, please?

Try changing view distance and disabling shadows, AA, ect?

I have a PC. But, I live in a desert area. It's way to hot where my PC is. I can play on my PC in winters.

That's another problem. As you said on this post, you might be able to play it at winter.
