What your post seems to suggest is that buying First encounter alone gives rest of the games for free. I think that's a wrong info.Buying Fusion Beta just gives first encounter HD alone. Every Serious Sam game bought gives fusion as well. Fusion is just a launcher which binds all games in one launcher with few extra perks. All game bought acts as their standalone game or dlc for fusion launcher. You probably already bought all Serious Sam games before so they appear as dlc for fusion.

Its definitely a good deal. I bought at 9.79 euro Shadow Warrior 2 and Talos Principle with the Road to Gehenna with 2 cheap games to reduce the price at 90%. Serious same are in steam sales for even lower price so get them from there.

WARNING: "Gods Will Be Watching Special Edition" might not be "Gods Will Be Watching Collector's Edition". You'll probably end up with a Steam key for the base game and the extras as DRM-free download on Humble. I've been already there and Humble just gave me the middle finger when I told them about their mistake in the product decription. Also, always check if a game is available on Steam as a "Collector/Special" edition that can only be purchased directly on Steam and has no DLC upgrade available for it. Devolver has a bad habit of doing that so you might want to wait for a sale on the proper edition you want (otherwise you'll be stuck with the base game without possibility of upgrading it).
