It can also happen even if you don't play the game. I didn't play Payday at all, didn't download it or anything and I still got stuck with it saying Payday was on my game list. Not in my library, but still on my game list on my Steam community profile. I just had to wait about a week, week and a half for it to go away before I could enter Payday giveaways again.

It's a Steam thing, no matter the reason it happens. If you check your game list in your Steam profile and it says you have a particular game, no amount of resyncing will help until it goes away on its own. It's a problem on Steam's end that just happens to have consequences here.
