Really?? I suspecting a re-roll would be in order, coz hypothetically I wouldn't be able to gift it, so should one have to wait until they are unsuspended?? Is that offical rules?? Thanks.

Essentially you could reroll BUT usually its like if someone doesn't take your gift you have to wait 7 days, and as his suspension only last 5 days I personally would wait those 5 days and gift it, he got the suspension from entering more giveaways and posting on forums, he shouldn't have to lose what he rightfully won also.

You can ask for a reroll immediately if someone is under a suspension, but it's a complete dick move. I won a AAA 50p game, then was suspended for 1 day for "calling out". The gifter asked for reroll and for some reason, support (probably the one that gave the suspension) was super quick that day and immediately rerolled. I'm still pissed about it, considering that most people other than the one who suspended me agreed that if wasn't something I should have been suspended for.
In summary, please don't be a dick, unless you believe this person was suspended for regifting or scamming or something heinous.

I think minimum ban is 2 days, but of course with the timing system here, it displays as 1 day after the very first second :P

Assuming the person was suspended for regifting, non-activation, trading, boosting, leaking private puzzle giveaways or some other act of odious ballbaggery that makes him/her not worthy of your games, you're well within your rights to ask for a re-roll, and I'd encourage you to do so.
As Jatan says, I suppose you could take a different view if the suspension is for something you might consider a "lesser offence" (maybe calling out, or starting a spam thread) but it's very much up to you. Your game, your call.

Find out what he / she is suspended for. If it's something fairly innocuous, wait and give it to the winner. If it's for something more serious, re-roll -- no need to wait for seven days.
