game/dlc not in the list HELP

so i have a key for the Forge of Gods: Promote Pack (downloadable content ) worth 19.99 euro
but when i click on create give away i cant find it on the list

so what should i do ?

Games or DLC's that are free at the moment, can't be given away. After the promotion ends, you can make a giveaway of it, but you'll not gaining any CV.

btw you said games that are free at this moment do you mean on steam or free on other giveaways ?
cause on steam it cost 19.99

If a game or a DLC is given out free in enough quantity anywhere, it's price is considered as 0 on SteamGifts after that.
