Title says the most...
I don't have the game yet it says Exists in your account.
When I check the game on steam store it doesn't say I own it and I have to buy it.
Why can't I participate in the giveaway?

You played it during the free weekend. Uninstall it, resync, try again. That or you have to wait 2 weeks.
