I had this happening in one of my SGTools trains with Days Under Custody and Axyos keys, lucky that I had some replacements because the IG keys were revoked but the DIG keys worked.

these were actually disabled (not revoked, but for now effect is same) about 6 months ago.
So while keys are good, but Valve won't let you activate because it has active DMCA claim.
I guess it's to prevent someone suing Valve for distributing game.

I openend a support ticket for this, and the game has been banned from creating GAs to prevent users from making GAs for this "by accident".
Since it is still possible to gift this game as Steam Gift from your inventory, it will be possible to ask support to re-add it temporarily. They will check whether you have the game in your inventory and then reactivate it until you've created you GA.

Don't make Giveaways for Jerry McPartlin!
The game has been removed from the Steam store due to a dispute between the dev and the publisher [1].
All unactivated keys have been revoked! This means that unactivated keys won't activate anymore! [2]
Apparently the dev is tyring to fix the situation, but I would not bet on it.
At the moment, you should restrain from making GAs for Jerry McPartlin.
