It could be a smoking gun, but that depends on where you get your keys from.

It will be the best to check with any restrictions listed on each game, if any is displayed.

In this case I would buy it directly on Steam, and gift it through Steam. I always check SteamDB in these cases before doing a giveaway (because of the +10% rule, Swiss Franc seems always above that.. from Germany btw :P) ...
anyway, I know sites like Fanatical have restriction lists, but directly buying on Steam I think there are not such infos.

The info is quite wrong. I have done that many times.
I have gifted games to myseff and had my Steam friends gift games to me. I'm talking about games not purchasable in Russia.

Sorry for the misinformation.
I thought that since selling is not allowed there, gifting is also not allowed. If it can be bypassed so easily, I can't see why the initial restriction exists though...

No problem! We all make mistakes.
Well, the restriction makes it more difficult for us Russians to buy those games, does it not?
After you know what broke out some publishers chose to put really draconian restrictions which cannot be circumvented, while others left a loophole or two
