which makes me think, with a base of 600 players, or even less because not all those players will be the one's who will like actually to pay for a free game or even be serious fans, why pricing a DLC for 150€, seems very stupid, barely anyone buys that with that player base.

I'd say most people don't play via Steam. In general, playing MMOs via Steam is cumbersome, since they have their own launchers and updating.
For example, I bought EVE years ago in Steam. But I've never launched it through Steam.

It was pretty active enough (and pretty enjoyable) when I still had an MMO itch to scratch. You'd run into other players everywhere, since it's designed to have a lot of activities in the open world, outside of the cities. Which certainly feels like the game is more alive. (Contrast with WoW, where everyone is just standing around in the big cities)
Server stats have been very wonky for a very long time now, since they introduced shard-hopping. If one of the more popular world events starts on one shard, the others tend to temporarily turn into ghost towns...
