Wow i know that feel, some years ago, something broke on the provider part and I had no upload, like <1kb/s but since download wasn't affected, they told me to fuck off. I could open a single page and used dial up for 6 months before I was able to have a normal connection again -.-

Actually here in Greece the average is 24mbit but slowly they start to offer vdsl(50mbit) but only inside the cities, in my town i always had crap net speeds, now around 550-600kbps but because i am 3.5 km from the center, my provider was always OTE cause the awesome pings across europe, (55-60 ping with UK) with fastpath profile. I can say that i never had problems but also because i choose my modem/router to be the same chip company with the dslam of my provider, in my situation Broadcom, also i have the option to increase my speed in various ocations like when i want to download games from steam so i can increase my speed by 200kb by myself via telnet.
Also i feel your angry, cause i had problems in the past with various cheaper providers.

Doesn't your ISP have 24/7 customer service? Or at least a number you can call so they can ping and reset your modem?
BTW, I feel your pain. We have Comcast and occasionally the speed just drops off to nothing ... at least a couple times a week, and we have to reset the entire network. >.<

Just dont get angry, because usually the person that its attending you its the last "shit" in the company, remember that they follow a script, if you want a new router, for example, try telling him/her that the router its doing crazy things, turn it off and tell them that some light that isnt suppoused to being on its on or something like that, they are not prepared for that kind of stuff and they will send you some technician asap :p
