Support can suspend but only mods can close threads. That would be my guess about this situation.

Correct. Most of the research I was doing in order to find a solution for the reroll problem had me going through all User Ranks, and checking their position :P
Mainly, the 6 support members we have are more active on discussions than the 4 moderators present, but maybe they simply don't wish to comment on threads so don't take my word for it. Otherwise, threads get locked up pretty quickly once the reports flow in, we have a pretty great Support team.
