It's not a lottery, it's a person giving a game to another person who wants to play said game...
If you don't plan on activating the game on the account that won it, then there's no reason for you to join that giveaway.

Do what I do, buy a game on your account, share with him. Though in my case, its PSN accounts on both my and his PS3. I'll often grab stuff intended just for him like Teenage Mutant Ninja Turtles and Rayman Origins.

If you are wondering what I'm talking about, you will need to look up the Contribution Levels, and bundle games. Right now, I doubt your two giveaways are on the bundle list, but when they are, your level will drop to where it should be. Which will be less than L3.
