Well, so is he. But think about it. Dr. Light makes Megaman X go find his upgrades. Where did he put the upgrade capsules? In the middle of the enemy battlefield. Not somewhere safe, where X could get them before anything went down. In X3, X had to choose between 4 chip upgrades and was told he couldn't have them all, but later, if you didn't get any of the chips and find a capsule hidden within the big enemy base, you COULD get all the upgrades. So, not only is he a general douche who puts your upgrades outside boss lairs, he flat out lies to you.

There were other things that went along with the joke, but I can't remember them. I think the members of BrainScratchComms have a pretty good discussion about it during the Megaman X1 playthrough on their channel. It's really more of a running joke than anyone thinking it's true, but they really make some good points lol
