Borderlands universe order

You can. Basically you could play Tales without having played any of the Borderlands games as it is fairly stand alone story. Being familiar with the Borderlands world of course helps to get into the game and if you have played all of the games before, you would understand every detail.

There are some characters that will be introduced in the game that you may recall or not have heard of at all. Even not knowing the characters doesn't have an affect on the story but can help if wanting to know more about the borderlands lore.
