If you're missing Arma III it's still a better deal than the base game alone (17,49€, wtf), but it doesn't include all the DLCs and it will be eventually bundled...
BTW, two questions, by "ARMA III Extended edition" do you mean the Apex Edition? How is the Bonus content delivered? Steam or DRM-free download from Bohemia?

You have to redeem through the Bohemia Interactive website. You log into your Bohemmia account and link your Steam account. I was able to redeem ARMA III Extended edition on my account. Then I switched Steam accounts to my daughters and redeemed ARMA X on her account.
