Purchased region free games can later be overwritten to be region locked?

Saw this on Trader's Guild and was quite surprised.

I'm pretty sure this breaks my country's consumer protection laws if the product never stated it was meant to be region locked. Not too sure about the US however.
EDIT: Just wanted to take this space to say 2K sucks.
