You level by creating giveaways and giving away games

You become a higher level simply by giving away games. The only ways to get higher chances of winning more giveaways is by either becoming higher level so you can join more giveaways or join groups/get on whitelists so you have a higher chance of winning. There are also private giveaways on the forums you can find sometimes, these can be joined for higher chance than all the "public" giveaways too.

also being invited to small GA groups helps, but often requires some level and monthly contributions ^^

Check the Steamgifts bundle liat to see if the game you want to give away is not bundled or you only gain 15% monetary value of the game to raise your level. For example, a game for $20 is considered part of a bundle on Steamgifts. You will only gain $3 worth to your level instead of $20(leveling up depends on how much you gave away in money value). To find the bundle list, type in Google, "steamgifys bundle list".

Also, check if the game can be used for giveaways by going to the giveaway creation page and type in the game name. If you don't see the game appear when you typed in the name, you cannot create a giveaway for the game.

Importantly, your level can either increase or decrease over time because non-bundled games eventually get bundled, so non-bundled games lose have their price values drop to 15%.
