Hm, I've only ever played the demo of the game, but maybe you're thinking of Small Soldiers for PS1?
I believe there are some sorts of vehicles in the game, and it has a competitive 2 player mode. I'm not sure about vehicles in 2 player, though, but I think I do remember some level having a turret in the demo.

What i know:
It was a Ps2 game, the graphics lead me to keep calling it things like toy soldiers or army men. Because of the fact that the vehicles reminded me of toys but more detailed than the army men vehicles. It had a competitive split screen mode and you could enter vehicles such as jeeps trucks and tanks etc.
I know it's vague but seeing you help someone else on a similar matter give me hope to find what has eluded me for so long.
