they fixed this already, now it costs ~30$ in russia

It costs 999 rubles ($30,59).
Just FYI, some Russian steam games are language-locked (so, no English language option), although I don't think Ubisoft does that.

the best price is different for every market, in west countries averege salary is usually bigger, and piracy is not so common, so people are ready to pay more for same games. Why prices are still high in countries like serbia and bosnia? I guess market is too small there to treat these countries as separate region and set different prices for them. May be they fix these problems later.

Stop whining, the europeans are getting fucked the most when buying games on steam. For example mw3 on sale now costs $29.99 for the US region, yet it costs the same 29.99 for the EU region only in fucking euros, which is $36.56. And the price difference gets bigger when the price increases.
I don't understand why europeans should pay $36 for a game, while americans pay $29 and russians have an even more ridiculous price - $7.
Seriously what the fuck?!

You don't get it mate. It's not that I can't afford the damn game, I just don't feel like paying more than other people for it. I mean, why do they deserve special treatment? And the "rich and poor" definition does not apply here. If you have a pc, internet connection and are still buying games then you are NOT poor in any way shape or form thus you do not deserve any lower prices. I agree that some russians or eastern europeans might be poor COMPARED to western europeans, but that still does not change the fact that everyone should pay the same price.
And just to clarify here, I'm not asking for the prices to be brought down to the russian level, although that would be cool, no. Even if the price I pay stays the same, but everyone elses gets raised up to mine, I'm still happy. Might sound like a dick, but what's fair is fair.

Also, to prevent futher tears or whining.
USA: http://www.ssa.gov/oact/cola/AWI.html
National average wage index 2011: 41,673.83$ : 12 (months) = 3472.82$ || 3472.82$ * 32.71 (1$ cost in Russia) = 113595.91 roubles.
Europe: http://epp.eurostat.ec.europa.eu/statistics_explained/index.php/Wages_and_labour_costs
Gross annual earnings are different over the europe: EUR 58 840 in Denmark - EUR 42 400 in Germany - EUR 4 396 Bulgaria.
58 840 : 12 = 4903 Euro. 4903 40 (1 Euro cost in Russia) = 196120 roubles.
4 396 : 12 = 366.3 Euro. 366.3 40 = 14652 roubles
Russia: http://www.mojazarplata.ru/main/srednemesjachnaja-nominalnaja-nachislennaja-zarabotnaja-plata
21353.9 roubles is an average salary per month at the first quarter of 2011. 21353.9 = 652.82$ = 533.84 Euro
Also, note that this index is bigger than reality in most of the regions, because in northern regions of Russia people get bonuses to their salaries. Real average salary is about 16 000 roubles max, which is about 400 Euro or 489$ per month.
USA or Western Europe is capable to pay 50 dollars\euro for a game. If there would be the same prices here, in Russia, only rich guys could buy games, which means publishers lose their possible incomes. And Eastern Europe... well it looks like russian companies did their work and made some contracts with Valve, where companies from your countries not.

I've often seen a 70% save on games if they are bought in Russia..
Its true, if its American prices its only 5-10 euro's cheaper for 50 euro games (thats alot!!!) this is why so many people trade and try to get people from other areas to buy games for them.

Because of the regional limitations, just as usual. Europeans have higher prices than US for the sale, same as usual.

The most exciting moment in all this is that "games" (i.e. what we get on our steam account) have zero cost... Yes, there is some amount of employees working, there is taxes, payment for electricity, water, etc etc. But it's not the same as making cars or something like that. They don't use any materials or parts or anything else. This prices are almost fully subjective - they must include taxes and different payments, but it's about 20% max of that what they earn.

For you to know, games on CD/DVD in Russia had that prices long before Steam changed it. That caused one of biggest game publisher to be on the verge of bankruptcy. And it's fine for us, as it's very crappy one (Postal 3 was one of their many fails), with very bad localizations.

Why are there no mexicans in the olympics?
Because all the ones who can run, jump and swim are already across the border.
