Don't buy from russian sites, besides, Steam started locking .ru games that wasn't locked before (XCOM and Black Ops 2 PreOrders)

And, it's on the Steam ToS.

Google can get you basically anything except info on corporations, which is Wiki Leaks' stuff. Just type whatever you want in the Google search bar (in your case, smth like 'ruble dollar rate' ), and you'll find it.
