Why people don't give rep?

On steamtrades,sometimes the other person doesn't want to give rep for some reason. Out of my 35 trades, I've encountered this twice. The other person even lied. I asked him politely if you can add to my rep and I did so for him. He just said, I'll add it later, then deleted me. And of course he didn't after :P Weird.

Another time was when I asked the other guy if he could add rep but he just didn't respond. Then he didn't even delete me on the friends list. He just started playing a game. I remessaged him a few hours later and he still didn't say anything back. I just deleted him. He was one of those people with 100+ rep.

It happens very frequently. About 1 time out of 5-10 for me. It might be because either that the other party is unfamiliar with the system or that they don't feel like doing it.

Write +rep on his profile and then ask him to do the same ,doesn't do that ? then remove it.
