I'm looking for a website [Key drop inside]

Hello every1. I need your help.

A long time ago I found a website where people asked for logo, website design, banner, etc. and they indicated the maximum they would pay for it ($200 for example). Then people submited their jobs and the buyer had to choose the one he liked the most.

It was like:

BUYER: I want a logo for my company. We do sell electric vehicles. I will pay 150$ for it.
[Users submit logos, visibles for everybody]
Buyer choose the one he likes the most and rejects the rest of them. Then he talks with the "winner" by private message and so.

I alredy checked freelancer.com and fivver.com and they weren't that site.

Please, help me and excuse me for my poor English. :(
