The so called "Guns of Icarus Online BETA" seems to be full

People who got the "so called beta", have access to the full game. If you go to the store page, you'll see that you already have it. Also you can't enter giveaways.

Did only I notice it? :p

Yea, but you were able to get some beta keys which were actually the full game. (At least I think they are. Not pre-orders though)

No, the devs specifically stated that even the ones that said "Retail" are just beta keys.

^THIS. Same thing with Ravaged. I have beta and thus I can't enter giveaways, but that doesn't mean I have the full game. Unless you pre-ordered GoIO, the key is beta access only and cannot be given away here.

Incorrect, some of the earlier Beta keys include the full game after it gets released, that's what Mitch said at least.

If you're talking about Ravaged, that's true, the ones officially given out by the devs here are for the full game.

i think you are wrong :p (i got a key from the devs, and i got confirmation by 2 of the devs that they where full game keys too (it was on teamspeak))
