Even if it's Tier 3, you'd still effectively be getting this entire bundle for free or near enough so, if you've any interest in the current choice bundle. Less of a mind-blowing deal, but still a solid one.
That said, it has its own add-on section in the bundle listing [which is usually used for freebies or 'available with any purchase'] and simply lists 'with this bundle' in its description. There's also no indication in the small print immediately following the bundle about any restrictions. Obviously, can't use that as a reliable indication that it is free with T1, but it's enough to not immediately assume it isn't [though I'm sure it won't take long for us to get some T1 purchasers who'll be able to comment more clearly on the matter].

Bought T1. Only dont have Battlefleet Gothic: Armada (but have second part of this game) and extension and 4 dlc from Blood Bowl 2 - Legendary Edition. It means no buy for me.
Unfortunately this Blood Bowl 2 pack from T3 on steam dont decrease price if you have half of it - it would be different i would buy pack in last steam sales.
But If I would not have almost everything I would buy it :).
