The PS VR seems to have the most potential, and most of the detraction seems to be on skepticism over if it can draw enough VR players away from other platforms and if a PS4 can handle it well enough without needing to upgrade to the "4.5".
In any case, making a judgement call on which to pick now, before all the cards are on the table, isn't really the safest play.
You'd be best waiting for at least a month after the PS VR launches, and seeing what the early reviews are like, and then seeing which VR set you feel better suits your needs, off the information available.

No easy decision. I'd expect Vive to get more support in general and imho it is the better system, while PSVR might have fewer exclusives but of high quality. And if you don't already own a current gen console, having a PS4 would be an additional benefit.
Considering that your hardware isn't really sufficient, I'd probably pick the PSVR option.

Personally I would go with the HTC Vive since it's more future-proof and because PC gaming has a lot more sales and games... however your GTX 960 doesn't cut it since it's around 30 to 60% inferior than the minium requirements, unless you plan to upgrade your GPU then the Vive would be of no use in your current rig most likely.
So in this case you might be "forced" to go with the PS4 Pro+VR, I don't know if they will come in a bundle to make them cheaper though! On the brightside you might just rent single player games and enjoy them in the PS4, multiplayer not so much since you need to pay PS Plus.

I wouldn't risk it with the HTC vive unless you want to upgrade your GPU. U should go for PS4 Pro with VR.
Still don't get the hype for VR its cool and what not but 800-1000$ for it..

This is an odd thing to ask but I can't make up my mind. I'm going to get a vr headset soon and can't decide what to get. They both cost $800 but can't decide. And I only have a GTX 960 when the recommended graphics card is a 970 for the Vive. Will get one In November-December.
